The industry, jurisdiction, workplace safety system and task determine what the document means and what authority sits behind it.
Where a legal SWMS trigger applies, call it what the law calls it.
For Australian high risk construction work under the applicable WHS framework, the required document is a SWMS. ONE should not relabel that obligation simply because a business normally uses JSA language.
