SWMS — SAFE WORK METHOD STATEMENTS

SWMS is part of readiness — not the whole readiness picture.

A SWMS can be an important controlled document where the applicable legal or contractual trigger requires it. ONE is designed to connect that document to the people, workplace, controls, evidence and Work Clearance around the task.

IN PLAIN ENGLISH

A SWMS is important when the work and applicable rules require one - but it is not the whole readiness picture.

WHAT THIS IS

A Safe Work Method Statement documents how relevant high-risk construction work will be carried out, including the hazards, risks and control measures that apply.

WHY IT MATTERS

Using a SWMS for every task can create paperwork without improving the decision. ONE should first understand the work, jurisdiction and trigger before choosing the pathway.

ONE IN PRACTICE

Where a SWMS is required, ONE connects it with the worker instructions, training, pre-starts, permits, inductions, plant, evidence and Work Clearance that may also matter.

WHAT A SWMS ACTUALLY IS

A specific construction control — not a universal safety form.

In Australian model WHS laws, a Safe Work Method Statement has a specific role for high risk construction work. It identifies the high risk work, the hazards and the controls, and explains how those controls will be implemented, monitored and reviewed. That makes the trigger important: ONE should not create a SWMS just because a task sounds dangerous or because the worker is in a trade.

THE QUESTION

Does this work actually trigger a SWMS?

ONE should establish the task, jurisdiction and applicable construction trigger before selecting the document pathway.

THE INTELLIGENCE

Use SWMS when SWMS is the right language.

If the task is not within a SWMS requirement, ONE should not force it into a construction document. It should use the appropriate verified process instead.

THE BIGGER PICTURE

A perfect SWMS can still sit inside an unready task.

Licences, competency, inductions, permits, plant, pre-starts, critical controls and evidence may still determine whether work is ready.

Australian example:Safe Work Australia states that PCBUs carrying out high risk construction work must prepare, keep, comply with and review a SWMS. ONE should use current jurisdiction-specific authority before applying that requirement.Authoritative SWMS guidance ↗
ONE INTELLIGENCE

Same work. Different context. Different answer.

ONE is designed to adapt the pathway to the task, industry, jurisdiction, workplace rules and verified requirements — rather than forcing every organisation into the same generic form.

01TASKUnderstand the work.

Start with what the person is actually going to do.

02CONTEXTKnow where the work sits.

Industry, jurisdiction, workplace, people, plant and client requirements can change the pathway.

03REQUIREMENTSUse verified authority.

Apply the right legal and workplace language only when the applicable source is known.

04PATHWAYRecommend what fits.

Choose the appropriate document, checks, prerequisites and evidence — without hiding uncertainty.

GLOBAL FRONT DOORSimple language first.
LOCAL LEGAL INTELLIGENCEJurisdiction-specific duties when known.
TRUST RULEIf ONE is not sure, it tells you.
CONNECTED APPROACH

The document or check is not the destination.

The practical value comes from keeping the work, prerequisites, controls and evidence connected.

TRIGGER FIRST

Do not assume every task needs a SWMS.

The need for a SWMS must follow the applicable requirement or high-risk construction work trigger rather than simply the trade or task label.

CONTROLLED TASK

Keep the SWMS tied to the work.

The useful question is not only whether a file exists, but whether it reflects the current task, context and controls.

POINT OF WORK

Connect preparation to execution.

Pre-starts, toolbox activity, permits, inductions, competency and evidence may all affect readiness even after the SWMS is prepared.

CHANGE

Re-check what a change affects.

When the task, workplace or prerequisite changes, the relevant readiness position should be reconsidered.

FROM INFORMATION TO READINESS

Connect the topic back to the work.

ONE is designed so task information can contribute to a broader Work Assurance picture rather than becoming another disconnected file.

TASK

What are you going to do?

Start from the work and the current context.

PREREQUISITES

What applies?

Surface the people, workplace, control and evidence items that matter.

ATTENTION

What is unresolved?

Show missing, expired, unknown or changed items in plain language.

DECISION

Who decides?

Keep system findings separate from the authorised human decision.

COMMON QUESTIONS

Questions about SWMS.

Open only the question that matters to you.

Does every job need a SWMS?

No. ONE should use a SWMS when the applicable jurisdiction and work trigger require that pathway. Other work may use an SOP, Work Instruction, JSA/JHA or another appropriate process.

Is the SWMS the whole ONE task package?

No. Where applicable, the task can also connect worker views, training, pre-starts, toolbox, permits, inductions, inspections, post-task checks and evidence.

Can ONE adapt the wording to the industry?

Yes. ONE is intended to use the jurisdiction, industry and workplace context so the document and worker language fit the work rather than forcing one label everywhere.

I still have another question. What should I do?
