Who pays is a separate decision.

Yes. A principal contractor can use ONE Network Assurance to see agreed readiness across contractor businesses at its workplaces while each contractor keeps control of its own people, records and employer decisions.
I run a transport company with independent businesses / operators. Is this for me?
Yes. Each independent operator business can keep its own ABN, driver, vehicle, insurance and evidence records while the transport company sees the authorised readiness position needed for the workplace and work being coordinated.
I host labour-hire workers. Is this for me?
Yes. ONE can connect the labour-hire provider, hosted worker and host-side workplace requirements while keeping provider records and host records separate.
Does Network Assurance make my organisation responsible for every contractor record?
No. ONE connects authorised status and evidence for coordination. It does not silently transfer record ownership, employer decisions or organisational duties between businesses.
Do I need every underlying document from every business?
Not always. Where an authorised status, verification result, expiry or exception is enough, ONE can show that position without copying unrelated documents into another organisation.
If the same person works with two ONE organisations, how is charging handled?
ONE first matches the person identity. The coordinating organisation then chooses the access it needs for its own relationship: Connected Worker, short-term Safety Access or the external/PDF pathway. The host or supplying organisation may act as Billing Sponsor. Identity matching does not transfer record ownership or make the relationship free.
What is a Founding Network Design Partner?
The first five approved Network customers may be offered complimentary implementation and onboarding in return for structured feedback and participation in Network or Savings Proof measurement. Public endorsement or case-study use is separate and optional.
What about franchise, platform or marketplace business models?
The same relationship-first approach can apply where separate businesses or service providers operate under a shared brand, franchise, platform or marketplace. ONE should not assume legal status from the brand or platform label; it should establish the actual relationship, workplace control, information ownership and jurisdiction first.
Could this work for real estate, property or facilities networks?
Potentially, yes. An agency or property/facilities network may include independent businesses, agents, contractors, cleaners, maintenance providers and client locations. ONE can model the actual relationship and share the authorised assurance needed for the work without assuming everybody is one employer.
Is ONE Network Assurance only for construction, transport and labour hire?
No. Those are easy examples, not the limit. Network Assurance is designed for any arrangement where separate businesses, workers or service providers need to coordinate authorised readiness while retaining their own identity, records and decisions.

PEOPLE INSIDE THE NETWORK
Connect the person to the work without merging the businesses around them.
ONE can represent Principal Contractor → Contractor → Specialist Contractor → Worker and Host → Labour-Hire Provider → Labour-Hire Worker without assuming the organisation directly above the person is always their employer.
One User/login. Multiple authorised relationships.
The same person may have a Solo business and also participate as a Connected Worker with other organisations. The active context remains visible for submissions, acknowledgements, signatures and controlled decisions.
Share readiness without surrendering the source record.
Connected organisations can contribute the information they control while statuses such as workers nominated, induction outstanding, competency confirmation required, Ready, Not Ready or needs action remain understandable across the network.
Billing Sponsor is independent of safety duty.
The host, supplier or another approved connected organisation may sponsor Connected Worker or Safety Access charges. Payment does not transfer WHS duties or record ownership.
